VIP calls for Faber Road contract to be rescinded

By BBN Staff: The Vision Inspired by the People (VIP) today issued a release stating that the contract for the Faber’s Road reconstruction was awarded in contrary to the finance and audit reform act.

“It is reported that a construction contract for the Reconstruction of Faber’s Road (between George Price Highway and Central American Boulevard) was signed on October 12, between the Government of Belize (GOB) and Imer Hernandez Development Co. Ltd. for 1.9km (1.1mile) of road works. The contract was for a total value of BZ$7,995,926.40.  A selective tendering procedure was carried out and it is stated that there were NO Objections from the Contractor General,” the release states.

The VIP cites Section 19(5) of the Finance and Audit (Reform) Act, 2005 which provides that any procurement or sale contract above Five Million Dollars shall be subject to the open tendering procedure. Under the open tendering procedure the government shall ensure, among other things that any conditions for participation: (a) are published in adequate time (b) are limited to those which are essential (c) do not discriminate against any applicable supplier (d) are such that the process and time for application is not used to keep any applicable supplier from being considered.

The Act further states that unsuccessful suppliers shall be notified in writing and given reasons why its bid was unsuccessful.

The VIP believes that the award of contract for Faber’s Road Rehabilitation goes against the expressed provisions of the Finance and Audit (Reform) Act 2005 and that it must be rescinded.

The party says that based on analysis of other recently completed contracts, the VIP further believes that the contract price is excessively inflated and therefore calls on the Association of Professional Engineers of Belize to independently examine the award and publicly issue its findings.

The party says that the award of contract is most insensitive to the growing pains suffered by  Belizeans brought upon by the unprecedented imposition of taxes on fuel to meet the country’s high external debt obligations.

The VIP calls upon the appropriate authorities to institute disciplinary measures against offenders in accordance with the Finance and Audit (Reform) (Amendment) Act 2010.

This Act contemplates heavy penalties and imprisonment of offenders.
