Ministry of Human Development hosts conference to strengthen Social Protection System

BBN Staff: The Ministry of Human Development, Social Transformation and Poverty Alleviation is hosting a Social Protection Conference entitled “From Flaws to Floors” from December 3-7, 2018.

The conference comprises three events over the course of five days:

* A two-day policy workshop on social protection floors and the use of social protection registries to improve service delivery and coordinate programs within the sector; taking place at the Belize Biltmore Plaza in Belize city.

* A half-day high-level policy workshop with CEOs to present recommendations and to seek consensus on a roadmap to strengthening the social protection system on December 5, 2018.

* A two-day event focused on social protection tools to enhance the technical capacities of data managers and statisticians in the policy and planning units of relevant ministries and other strategic partners on December 6-7.

“From Flaws to Floors” is the first in a series of conferences planned for 2018-2019 to increase the knowledge of national and civil society partners on key areas of social protection and explore a vision and path towards the development of a comprehensive and sustainable social protection floor for Belize.

Social Protection is a human right, and is enshrined as such in the Universal Declaration of Human Rights (1948), the International Covenant on Economic, Social and Cultural Rights (1966), and in other major United Nations Human Rights instruments. Nationally, social protection is defined as the set of public and private policies and programmes aimed at preventing, reducing and eliminating economic and social vulnerabilities to poverty and deprivation.

Over the course of the next four months, the Ministry of Human Development, Social Transformation and Poverty Alleviation will be hosting three other conferences focused on strengthening specific areas of Belize’s social protection system.

These are: The Role of Labour in Social Protection (January 2019); Poverty: From Dollars to Dimensions (February 2019); and The Social Protection Response to Emergencies (March 2019).

The Social Protection Conference Series is being held in collaboration with the social sector ministries of government, and local and international development partners including, UNICEF, the International Labour Organization (ILO), the World Bank (WB) and Oxford Poverty and Human Development Initiative (OPHI).

Representatives from international development agencies participating in the From Flaws to Floors conference includes: Asha Williams, Social Protection Specialist with the World Bank; Claudia Coenjaerts, Director, International Labour Organization Caribbean Decent Work Team; Carolina Suárez from the Departamento Nacional de Planeación, Government of Colombia; Ariel Pino, Social Protection Specialist at the International Labour Organization; Monica Rubio and Gerardo Escaroz of UNICEF, and Collette Robinson of the Planning Institute of Jamaica.
