National Assembly pays tribute to Dr. Jane Usher

By BBN Staff: The National Assembly of Belize announced yesterday that a special tribute to the Late Mrs. Jane Ellen Usher, former parliamentarian, would be given during the Special Sitting of the House of Representatives on Wednesday, December 12.

 After a brief moment of silence, Prime Minister of Belize, Dean Barrow gave a remark about the tremendous contribution that the late Usher gave to the Credit Union League in Belize.

 The Leader of the Opposition, John Briceño, also expressed his condolences on behalf of the People’s United Party and offered condolences to the Usher family.

Jane Ellen Usher was born on September 5, 1917.

She served from 1979 to 1989, as a member of the House of Representative for the Pickstock division under the People’s United Party government.

From 1979 to 1983, Usher served as a Parliamentary Secretary in the Ministry of Health, Housing and Co-operatives. 

On November 28, 1980, Jane introduced a bill for an ordinance to amend the Dangerous Drugs Ordinance, chapter 85 of the Laws of Belize, which sought to update the ordinance to bring it more in line with the problems facing our laws enforcement officers. Our laws, styled as Acts today, were referred to as Ordinances.

On February 4, 1983, Usher became Deputy Minister of Health, Housing and Cooperatives.

Usher held her seat as the elected member for Pickstock in the House of Representatives up to 1989, and thereafter, her brother, George Cadle Price, took over the Pickstock constituency.

 For the period of 1984 to 1989, Usher was a trailblazer as the only woman in the House of Representatives.

On September 15, 1989, Usher was elected as the President of the Senate during the opening session of the National Assembly.

 Winston Smiling moved the Motion for the election of Usher, while Ralph Fonseca seconded the Motion.

 Usher remained President of the Senate until June 1993.

She and former Senator, Rita Salazar, were the only women parliamentarians in the Senate during that period. 

The parliamentary staff of the National Assembly remembers Usher as an outgoing President with a great personality, and during her term as President, for every Senate meeting, she would bring cookies and share with the staff.  

The Speaker of the House of Representatives, Laura Tucker Longsworth; the President of the Senate, Lee Mark Chang; and the National Assembly of Belize send their deepest condolences to the family of Usher. 

May her soul rest in peace.
