“Broaden the net” for Integrity Commission

By Aaron Humes: Lisbeth Delgado, Armead Gabourel, Wilmot Simmons, Nestor Vasquez, Zoe Roberson Zetina, and Claudette Grinage have been approved for appointment to the Integrity Commission. The appointment of Chairperson, attorney Deshawn Arzu-Torres, was approved by the Senate in July 2018.

Presently, the Commission, under the ambit of the Prevention of Corruption in Public Life Act, asks parliamentarians and members of the Town Boards and City Councils to disclose financial details annually during their terms of office.

But Senator Mark Lizarraga, who has been filing since 2011, says it is time that more public officers be added to the list, primarily those in a fiduciary position such as senior police, Coast Guard and Defence Force officers and senior administrators in the Public Service.

“[There is] a long list of people that have power, and that have access to Government power – and the power to tax or the power to demand things from the public; these people don’t file. And we are saying that it shouldn’t be limited only to the people in the House and Senate and municipal councils; no, it should be expanded to include people in the Public Service as well who actually implement. I always say the politicians should approve, make policy, and then it’s the Public Service who should implement, they are the ones who collect money and they are the ones who spend money on our behalf – not the politicians, the Public Service. So they as well should be in this net and I suggested that we should broaden the net…”

  Lizarraga added that both politicians and civil servants are guilty of, at times, acquiring assets not commensurate with their salaries, including land, and the change is needed to keep them honest.

 The Government is to pursue changes to the act after consultations.
