Leaked proposed House bill aims to cement ICJ route

By Aaron Humes: On Wednesday night, reporters were leaked what appears to be the Orders of the Day for Friday’s special meeting of the House of Representatives in Belmopan.

The sole item on the agenda is a new Belize (Territorial Referendum) Dispute Bill.

It’s stated purpose is as follows: “Bill for an Act to provide for a referendum to determine whether any legal claim of Guatemala against Belize, relating to land and insular territories and to any maritime areas pertaining to these territories, should be submitted to the International Court of Justice for final settlement, and that the International Court of Justice determine finally the boundaries of the respective territories and areas of the parties; and to provide for matters connected therewith or incidental thereto.”

If true, this would appear to trump the standing Referendum Act which sets conditions for the holding of a referendum on resolving the Guatemalan claim, but we stress that this document has not been independently verified.
