Prime Minister says Joshua Perdomo must repay but debt legally uncollectible

By Aaron Humes: Prime Minister Dean Barrow has revealed further details of the effort to recover $40,474.88 from the absconding Joshua Perdomo even as he denies the charges made earlier this week in an exchange of letters with Leader of the Opposition Johnny Briceno.

Barrow concludes that, “…while Joshua Perdomo is, I believe, beyond the reach of the law, he is not beyond reach of his own conscience. He has caused much anger and resentment in Belize and is morally very much responsible. The vituperation he brought on himself is deserved; but not so that which he has brought on his family.

You should join me, Mr. Leader, in appealing to volunteer payment on the debt, even though it is legally uncollectible. In that way he could make amends and ease somewhat the upset he has caused in the land of his birth.”

The Prime Minister explains that the Ministry of National Security was at all times responsible for management and collecting the debt incurred when Perdomo failed to return from study leave in the United States.

Carlos Perdomo, Joshua’s father, was Minister of National Security during the time of Joshua’s study leave in 2011 and 2012 having been appointed in 2008.

But the Ministry, said the P.M., would not have been able to sue Perdomo in the U.S. over a Belize case, nor enforce a potential Belize judgment there. After years of trying they gave up and wrote the Financial Secretary (F.S.) recommending a write-off, which he, the Financial Secretary, agreed to.

The Prime Minister says he never knew of the connection between Carlos and Joshua Perdomo, and followed the advice of the Ministry, the Attorney General and F.S. on the motion, denying the charge of malfeasance laid by Briceno.

Like Speaker Laura Longsworth, he criticizes Briceno for not challenging the motion at a meeting (at which he was not present), nor having his colleagues do so. He also notes that had it not come out about Perdomo’s lineage there would be none of the public outrage now existing. And that we know now where Perdomo is inevitable due to that outrage.

The Prime Minister dismisses any thought of legally challenging the Government’s decision.
