Former death row inmate re-sentenced; to leave prison in less than 3 years

Posted: Friday, December 20, 2019. 8:30 am CST.

By Aaron Humes: Already behind bars since March 16, 1999, and previously condemned to the gallows, Andrew Kelly, alias “Sweetie Law”, is set to leave prison in another 34 months after being re-sentenced for the third time.

Kelly was convicted of the murder of businesswoman Yang Li Chan during a robbery at her store on Freetown Road, and sentenced to hang. After an appeal, that sentence was commuted to life in prison.

There has been a recent push following a change in the law to re-sentence those on life sentences to either a fixed time or determinate sentence before parole.

Justice Colin Williams set a term of 25 years for Kelly, less time already served of 20 years, 9 months and 3 days plus thirty months on remand. Kelly must serve an additional 2 years and 10 months and is projected to be released in October of 2022.

Kelly was represented in court by attorney Anthony Sylvestre. Senior Crown Counsel Shanice Lovell represented the Crown.
