Homeschooling: Ministry may review academic requirement but warns of “disadvantage” to students

By Aaron Humes: The idea of homeschooling or possibly paying teachers to interact with students at home is growing increasingly attractive in light of the delay to re-opening schools countrywide.

And there has been furor raised over the academic requirement of an Associate’s Degree for parents to take on homeschooling duties.

Chief Executive Officer Dr. Deborah Domingo made note that this is the current standard under the Education Rules, but allowed that it could be relaxed for lower grades.

“The Education Rules speak specifically to the Ministry having the mandate to determine if a parent or guardian has the capacity – and the capacity in this case would be the academic capacity, time, et cetera, but also capacity in terms of the available resources in the home, financial resources perhaps to pay a teacher to come in. And so, the requirement for an Associate’s Degree, as set by the Ministry of Education through the office of the Chief Education Officer, would be in those instances where the application for homeschooling speaks to the individual parent doing the teaching,” she explained.

Dr. Domingo suggested that the requirement could be lowered to having a high school diploma for lower grades, but “a lot of people will tell you that the primary school curriculum, particularly for the upper classes, are much more complex these days than it was before.”

In the end, she concluded, “it is just trying to ensure that even the homeschooling environment will not put the student at too much of a disadvantage.”
