By Aaron Humes  “Good government,” or even “innovative government,” appears to be an oxymoronic phrase in the mind of some.

But the Inter-American Development Bank (IDB) is planning to finance worthy initiatives that, in its words, “[recognize] the innovation, social inclusion, or sustainability behind the selected initiatives with a view to supporting their dissemination throughout the region and encouraging other governments to learn about and eventually incorporate successful management experiences.”

In the seventh edition of the Gobernarte: The Art of Good Government – Eduardo Campos Award contest, the bank says it seeks “to recognize innovative governments that are fostering collaboration, collective intelligence and digital tools to ensure the continuity of public management and public services in the context of social distance limitations triggered by the COVID-19 crisis.”

Proposals for initiatives may be nominated at either second level (state, provincial or regional governments) or third level (municipal and local governments) among IDB borrowers members, either on their own or in alliance with the national government, civil society groups, private sector and academic centers.

Proposals and supporting documents can be submitted from Tuesday, September 1, 2020, free of charge, through the website www.iadb.org/concursogobernarte. Initiatives must be submitted by the teams responsible for the design by November 1, 2020.

The technical evaluation of the proposals will be done by a panel of international experts. The panel will select a total of six initiatives: two from second level governments, two from third level administrative governments with more than one million inhabitants, and two from third level administrative with less than one million inhabitants. The winning governments will be announced on December 1, 2020.

All the information about the application process, the requirements and rules of the contest will be available on the website www.iadb.org/concursogobernarte. Any questions can be made by emailing gobernarte@iadb.org.
