By Aaron Humes: They were not quite able to get the ear of Leader of the Opposition John Briceño before general elections – he dismissed their request to sign the Best Governance Pledge by each of his candidates – but the Belize PEACE Movement is trying once again now that he is Prime Minister.

A November 16 letter by chairman Bobby Lopez offers congratulations and the opinion, delivered with some certainty, that “what Belizeans want is open, transparent and corruption-free government, a government that respects the rule of law, a government that works to uplift the lives of all Belizeans and a government that will work diligently to preserve the sovereignty and territorial integrity of our country whilst at the same time expanding the rights of all Belizeans at home and abroad to participate fully in the democratic and development process.”

To that end, the PEACE Movement listed multiple policy positions including the following:

  • Registering political parties as legal entities;
  • Campaign finance reform;
  • Repealing crossing the floor provision in the Constitution;
  • Amending the Referendum Act for direct votes on major issues, making the results binding;
  • Introducing proportional representation;
  • Making trade unions and civil society greater governance partners;
  • Facilitating Belizeans in the Diaspora to vote and run in elections;
  • Modernizing the voting process;
  • Amending the Constitution to allow Cabinet members to be selected from outside the House and Senate up to a limit of seven;
  • Implementing and enforcing the UNCAC and OAS anti-corruption conventions;
  • And last but not least, implementing redistricting of electoral divisions.

The Movement pledges its support for the Government in implementing these and other measures.

Briceño has said that several of these measures overlap with the party’s own reform plans.
