House to consider other bills, motions and reports

By Aaron Humes: The General Revenue and Appropriation Bill, 2021-22, as the Budget is formally called, is not the only bill to be debated over the next two days.

The Orders of the Day for today’s meeting lists multiple other bills and motions brought back from committee.

The motions on the table are the annual Official Charities Fund Motion; motion to adopt the report of the Ombudsman Reports Committee on the 20th Annual Ombudsman’s Report, 2020; a loan motion from the Caribbean Development Bank (CDB) for US$34.3 million to upgrade the Philip Goldson Highway and Remate (Orange Walk) Bypass; and Inter-American Development Bank (IDB) US$5 million loan for continued control and containment of COVID-19.

Bills listed for second reading are the Land Utilization (Authorization) Bill, to strengthen the membership of the Land Subdivision and Utilization Authority; the Supreme Court of Judicature (Amendment) Bill, to allow for continuation of civil proceedings before another judge if the original jurist leaves office, is removed, retires or dies; a similar bill to amend the Court of Appeals Act and one to validate decisions made by a judge who dies or leaves office; a bill to specify a time limit for judges to rule in civil and appeal cases; an amendment to the Constitution to provide additional grounds for removing a judge; and an amendment to the Public Health Act to provide for the control and regulation of vaccines.

The Budget takes precedence over all other activity and will thus be debated first.
