Public Service gets new CEO as unions challenge transfers

By Aaron Humes: Dr. Osmond Martinez, CEO of the Ministry of the Public Service, has been laterally transferred to the Ministry of Economic Development as of today, Friday.

An economist by profession, Dr. Martinez is perhaps better suited to his new assignment.

The Joint Unions have accused the Ministry of masterminding the terminations and transfers of officers sympathetic to their movement, including an attorney who had offered technical assistance but was locked out of her email, allegedly at the order of a CEO, who is not Dr Martinez.

Dr Martinez spoke to us to say he has yet to receive any formal complaints about transfers, and said he considered his working relationship with the unions to be good and open.

The Union nonetheless told reporters yesterday that it intends to challenge and ultimately reverse these actions as contrary to Public Service Regulations and demoralizing to the service.

Rolando Zetina replaces Dr. Martinez as the CEO of the Ministry of the Public Service. Zetina once served as the Director of Finance at the Social Security Board (SSB) in the Musa administration as part of a two-decade career there, and had briefly entered party politics in 2008 when he went head-to-head with the United Democratic Party’s John Saldivar in Belmopan.
