By Aaron Humes: Regarding the question of freedom of movement, Commissioner of Police Chester Williams reminded that our Constitution does offer limitations to our fundamental rights and freedoms, particularly in areas of public health.

The Commissioner stated that no one’s individual right trumps the general, collective rights of the public.

He also refuted suggestions that ticketing in Spanish Lookout is improper because the community is private, not public. Obviously, the community has stores and other public places that people from outside come to buy at. In that vein, they are subject to public regulations and police have done so, without seeming to target the community.
