By Aaron Humes: Assistant Commissioner of Police, Dr. Anthony Richard Rosado, has risen to the rank of Deputy Commissioner, with direct responsibility for operations and crime.
Dr. Rosado, who until this week was Officer Commanding Eastern Division, is now working out of Belmopan and his boss, Commissioner of Police Chester Williams, told reporters that he is the “right fit” that he and Minister of Home Affairs Kareem Musa were looking for: “Let me first to say that we have eight Assistant Commissioners of Police and of the Assistant Commissioners I would want to think at least about seven of them were good contenders of the post of deputy commissioner. It was not an easy choice for us to make. Between myself and the minister we discussed at length with a view to ensure that we find the right fit to be able to occupy the vacant post of [Deputy Commissioner] which was left by former DCP Broaster. And yes at the end of it all we agreed on Mr. Rosado who is the current officer commanding eastern division to ascend to the post of deputy commissioner.”
The Commissioner added that Dr. Rosado’s resume, which includes stints in San Ignacio and elsewhere, “speaks for itself.” Dr. Rosado is the first police officer with a doctorate, in Business Administration; we are informed he comes from humble beginnings in the North and didn’t have much money growing up.
But is it a case of favoritism, or worse, political benevolence? Williams points out that he personally has faced the same criticisms: “When I became DCP I was also the youngest assistant commissioner police and the most junior of those who were there before me and I leapfrogged many of everybody as well and the truth be told there will always be discontent but at the end of the day, we are [a] disciplined organization and we all understand that when certain decisions are made we have to accept it and we move on. Yes, initially, there is going to be concern and as the Commissioner of Police it’s going to be my duty to ensure that I address the concerns and try as much as I can to keep us together as administrators of this department with you to ensure that we deliver better service to the people of this country.”
As for the politics, Williams noted further, “I recall when I became the deputy commissioner and even when I became the Commissioner of Police under the previous administration, I was also said to be tainted being some people perceived to be a PUP and so the same thing that was said about me then is what is being said now about Rosado. But it just goes to show that even if that were so, we have leaders in the political spectrum who are able to look beyond a person’s perceived political affiliation and focus on the person’s abilities. I don’t think that a person becoming deputy commissioner or commissioner should have anything to do with the person’s political affiliations rather the person’s ability to be able to get a job that needs to be done, done. That should be, it should be the resume, not the person’s political affiliation.”
Williams is also eyeing succession, stating that he plans to be out of the Department in another two years. Current Assistant Commissioner Bart Jones will fill the other Deputy Commissioner slot, while Senior Superintendent Suzette Anderson will replace Dr. Rosado at Eastern Division.
