Constitutional and political reform plans soon underway says Minister Henry Charles Usher

By Aaron Humes: Apart from the back-and-forth with Leader of the Opposition Moses “Shyne” Barrow, the Minister responsible for the Public Service, Constitutional and Political Reform, and Religious Affairs, Henry Charles Usher, reported during the recent Budget Debate on a number of key initiatives to remake the face of the Government of Belize as we know it.

One potential reform initiative that has caught international headlines is the possibility of Belize becoming a republic. It is one of the many topics on the plate of the People’s Constitutional Commission (PCC) to be created to study and revise the Belize Constitution and the way we are governed; as Usher stated, it will ultimately be a matter Belizeans decide on.

Internally, a Human Resource Development Unit has been dedicated to “restoring the autonomy of the Public Service,” by directing the deployment of public officers and revising the Public Service Regulations, while a Training Unit has been active in training more than 1,200 public officers in various capacities.

Also created has been a Good Governance Unit to be the hub of public sector reform and oversight. As Usher stated, “This Unit will be the focal point for all governance issues including UNCAC which is currently in the second round of peer review.” It will also serve as the secretariat for the People’s Constitutional Commission, which has received funding in the Budget as well as the redistricting exercise.
