By Aaron Humes: Union leaders Sharon Frazer, President of the Association of Public Service Senior Managers (APSSM), and Dean Flowers, President of the Public Service Union of Belize (PSU), have co-signed a new Grievance Procedure Manual with the CEO of the Ministry of the Public Service Rolando Zetina.
The manual sets out procedures for the resolution of disputes in the Public Service according to the Public Service Regulations, 2014, as a task of the Ministry of the Public Service and representatives of public officers.
Such grievances must be presented in writing, specify the stages of redress, state the stage at which an issue may first be raised; set time limits for each stage of the process and time for an extension by agreement; provide recourse to the Ministry of Labour for conciliation or arbitration; and preclude industrial action, including strikes or lock-outs, until all stages are exhausted without resolution.
The manual was developed by Crown Counsel Jacqueline Willoughby beginning in 2017. It was completed by the current Grievance Committee within the Ministry with the support of Minister Henry Charles Usher,
The Grievance Procedure Manual will be sent out to all ministries and made accessible on the Ministry’s website, underlining the belief that every public officer has a right to seek redress for grievances relating to their employment.
