Government introduces motion for return of Dorothy Bradley as Auditor General

By Aaron Humes: According to the House of Representatives’ Supplementary Orders of the Day for today’s meeting, the Government is to introduce a motion for retired Auditor General Dorothy Bradley to return to the post in an acting capacity for at least two years, starting on September 1.

The motion signifies that since Bradley’s retirement on December 7, 2021, the post has been vacant, and per the Constitution, if the office is vacant or the holder is unable to perform his or her duties, the Governor-General, acting on the recommendation of both Houses of the National Assembly, may appoint a person to act as Auditor General.

Bradley has been the subject of scrutiny for run-ins with her staff prior to her retirement and especially during the Senate Special Select Committee hearings where she twice testified as a witness, but prevented junior officers from doing so.

Bradley’s management style has earned the ire of the Public Service Union (PSU); in fact, during his discussion of the problems in the Department on Tuesday with reporters, President Dean Flowers referred to Bradley as “[not enjoying] the confidence of her staff, the vast majority of her staff, I would say,” noting the “sick-out” that took place in December of 2017, and the complaints from that office alone to the Ministry of the Public Service “could write a book,” and that her replacement has been little better.

Flowers also noted that no one in the Department, including Bradley during her time there and her replacement now, is a certified auditor or public accountant as required, and indicated that the PSU would and has opposed any return by Bradley to the post.

We await the presentation of the Government on this issue in the course of today’s House meeting.
