Prime Minister declares Belize District as “disaster area,” establishes curfew

By Aaron Humes: Empowered by the Disaster Preparedness and Response Act, Chapter 145 of the Substantive Laws of Belize, Revised Edition 2020, section 27A(3)(d), Prime Minister John Briceño has established a curfew in the Belize District except for Ambergris Caye and Caulker through Sunday, November 6, subject to extension.

Statutory Instrument 142 of 2022 establishes a Declaration of Disaster Area in the Belize District due to Hurricane Lisa, in which it is determined that there exists a “dangerous state of affairs in the Belize District…risk to lives and safety caused by the effects of Hurricane Lisa in particular but not limited to, flooding and down power lines.

The accompanying Statutory Instrument 143 of 2022 imposes the curfew commencing as of Thursday evening at 7 p.m. to 6 a.m. nightly through Sunday, meaning that no person shall be on the streets or in any public place nor on any public road.

An exception is made for persons on duty among the following: security forces, personnel of the National Emergency Management Organization, Department of Immigration Services reporting for duties, any public officer on duty working under the direction of the National Emergency Management Organization, any utility companies conducting emergency operations, the National Fire Service, any emergency service personnel responding to emergencies, including ambulances, employees of the Philip Goldson International Airport, air traffic controllers and personnel of the Department of Civil Aviation, airline crew and personnel, any personnel including public officers and other authorized persons, acting under the directions of the National Emergency Management Organization, conducting search and rescue missions and damage assessment.

These Regulations shall have effect during the period of the Declaration of Disaster Area (Hurricane Lisa) Order, 2022, S.I. 142 of 2022.
