Waterloo appeals rejection of Port of Belize cruise port and cargo expansion project

By Benjamin Flowers: Waterloo Investment Holdings Limited (WIHL) has appealed the rejection of its proposed cruise port and cargo expansion project at the Port of Belize.

News of WIHL’s appeal came by way of a Facebook page called Belize Marine Life and was later confirmed by the Government of Belize. Belize Marine Life explained that under the appeals process contained in the 2007 amended section 27 EIA regulations Gazetted March 24th, 2007, a three-member committee has the authority to reverse or substitute a decision by the 16-member National Environmental Appraisal Committee (NEAC).

“The Tribunal only needs a majority decision per this amendment, to overturn and or change the ruling of the Department, which has already expressly rejected this project numerous times. To Clarify; 2 of the 3 members are all that are needed to change the outcome of a national decision to reject this project,” Belize Marine Life said.

The page administrator raised concerns on whether or not the meeting of the tribunal will be televised and argued that a mere three-member committee should not be given the power to overrule a decision of the NEAC, proposing that the Statutory Instrument be amended so that a group of similar size and competency handle the appeal.

The NEAC rejected the Waterloo project for a second time on November 22, 2022; the first was in December 2021.
