People’s Constitutional Commission oriented on Constitutional issues

By Aaron Humes: As the work of the People’s Constitution Commission prepares to step into a higher gear, its members met in orientation on April 25 and 26 to brush up on their knowledge of Belize’s Constitution and processes of reform and attendant issues here and elsewhere.

Knowing the conceptual frameworks and armed with additional resources on the design and making of constitutions, the Commission is now in a better place to engage constructively on substantive issues of constitutional review to conduct useful deliberations and reach consensus, and engage and educate the Belizean public so they are able to contribute more meaningfully.

The main objective of the workshop was to orient members of the PCC with the knowledge and conceptual frameworks, and provide access to additional resources on constitution-making and constitutional design necessary for the commission to be able to:

Presenters ranged from the local (attorneys Richard “Dickie” Bradley and Darrell Bradley, former Senator Ray Davis, former High Court Judge, Minister and Senator Lisa Shoman, current High Court judge Antoinette Moore, Senate President Carolyn Trench-Sandiford) to the foreign (Professor Cynthia Barrow-Giles of the University of the West Indies, Sumit Bisarya, Jason Gluck, Dr Elliot Bulmer, constitutional experts) presenting on a wide range of topics from the structure of the Constitution and systems of Government to addressing gaps with the Public Service, good governance, accountability, human rights, and so on.

The commissioners are now well-oriented on Belize’s Constitution and its gaps, and can better lead discussions with the Belizean public on the constitutional reform process. An eighteen-month time period has been set for the discussions and revisions that will shape the new Constitution, which will be put to a referendum.
