New sugar regulations were laid before House without debate

By Aaron Humes: Holding over for the absent Minister of Agriculture Jose Abelardo Mai, Minister of Home Affairs Kareem Musa laid the Sugar Industry (Licence to Import/Export Sugar) Regulations, 2023 as a paper before the House of Representatives.

By tradition, these papers are not subject to debate.

The regulations propose to simplify licensing for the producers and exporters of sugar in Belize, including disclosure of their business deals and contracts, and also to regulate the payment of premiums to confirmed producers, i.e. the sugar cane farmers’ associations.

The country’s primary producer, Belize Sugar Industries Limited/American Sugar Refining (BSI/ASR) has already signaled its willingness to challenge the regulations on the basis of being arbitrary and targeted and designed to force them specifically to pay out funds they say they have no control over, but no formal decision has been made on that score.
