By Horace Palacio: As reported by VOA News, the United Nations Security Council is set to vote on Monday on a resolution that seeks to deploy an international force to Haiti, aiming to counter the escalating gang violence and bolster security in the nation. This move is intended to pave the way for the Caribbean country to conduct its much-anticipated, long-postponed elections.
The resolution, crafted by the U.S. and recently obtained by The Associated Press, acknowledges and appreciates Kenya’s willingness to spearhead the multinational security initiative. Distinctively, the proposed force will not operate under the U.N. umbrella and will be sustained through voluntary donations.
Once authorized, the international force will have a one-year mandate, with an evaluative review slated for the ninth month.
Haiti’s National Police, currently beleaguered with limited funding and scant resources, will receive operational backing from the international force. Given that there are approximately 10,000 active police officers catering to a populace of over 11 million, the additional support is seen as crucial.
The proposed force’s mission is twofold. Firstly, it aims to amplify the capacity of the local police by collaborating on joint security operations targeting gang activities and elevating Haiti’s overall security situation. Secondly, the force will focus on safeguarding vital infrastructure and transit points, which include the airport, ports, and significant intersections.
Moreover, the resolution empowers the force to implement “urgent temporary measures on an exceptional basis,” ensuring the preservation of lives and aiding the local police in upholding public safety.
