Contributed by the Ministry of Economic Development: The Government of Belize through the Ministry of Finance, Economic Development and Investment has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Resilient Rural Belize Programme, and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the post of Rural Organization Development Officer.
The Rural Organization Development Officer (RODO) will be a member of the PMU and will be responsible for the successful strengthening of rural producers’ organizations. S/He will supervise and receive support from a consulting firm that has been contracted to help carry out the capacity building programme. The RODO Specialist and consultants will work closely together with officers from the Department of Co-operatives in order to strengthen the officers’ capacities and create synergy with other activities being carried out by the department.
The Rural Organization Development Officer will lead the implementation of the programme´s strategy for Social Inclusion and Gender Equality, including identifying and implementing affirmative actions designed to address gender inequalities and help members of disadvantaged or more vulnerable groups to overcome obstacles to equal access to development opportunities. The duration of the assignment is for a period of two (2) years.

Required Qualification and Experience: The Rural Organization Development Officer will possess a minimum of a bachelor’s degree in business development, business administration, education, sociology, community development or related field, and have the following minimum experience:
The Ministry of Finance, Economic Development and Investment/Resilient Rural Belize Programme now invites eligible Individual consultants (“consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a Curriculum Vitae (CV). A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in IFAD’ Project Procurement Handbook that can be accessed via the IFAD website at www.ifad.org/project-procurement. Interviews will be conducted as part of the selection process.
Individual Consultants interested in receiving the completed Request for Expression of Interest (REOI) document for this consultancy should register their interest by sending an e-mail (with subject: Request for REOI – Rural Organization Development Officer to the address below. In addition, any request for clarification on this REOI should be sent via e-mail no later than October 6, 2023 at 10:00 a.m. local time. The client will provide responses to all clarification requests by October 16, 2023.
