Organization of American States to donate firearms marking machine to Government of Belize

By Zoila Palma Gonzalez: On November 8, 2023, the Organization of American States (OAS) will donate a firearms marking machine to the Government of Belize.

The donation is made possible through the Program of Assistance for Control of Arms and Munition (PACAM), with funding from the European Union.

The equipment will be used by the Ministry of Home Affairs to improve controls against illicit trafficking of such weapons and promote firearms traceability.

The OAS will also provide training to police officers in the use of the machine.

Commissioner of Police, Chester Williams will receive the donation from OAS Belize Representative, Dr. Luiz Octavio Coimbra.

With funds from the European Union, since 2020, the OAS Program of Assistance for Control of Arms and Munition (PACAM) has supported the Government of Belize in improving its capacities to manage the lifecycle of firearms and ammunition to avoid diversion to the illicit market.

PACAM has offered training to the Police, as well as the installation of software to control the inventory of police weapons and ammunition.

The OAS will also support the Government in reviewing the Firearms Act Law with a detailed analysis of what the gaps are, considering international standards.

“PACAM is a comprehensive strategy of the OAS Department of Public Security to support the efforts of its Member States in reducing violence through the prevention and control of the proliferation of arms and ammunition. PACAM focuses on strengthening state capacities to control unauthorized access to arms and ammunition, considering the obligations of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and other Related Materials (CIFTA),” the OAS noted.

As a member of the OAS, Belize adopted the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Explosives, Ammunition and Other Related Materials (CIFTA), a legally binding multilateral treaty of which the OAS is depository.
