By Aaron Humes: Even after the resounding municipal election victory, there are still pockets of discontent around the country.

Deputy Prime Minister Cordel Hyde addressed several of these during his Budget Debate presentation, addressing himself to the Joint Unions Negotiating Team (JUNT) for “stalled talks” on outstanding issues for public officers and teachers.

“The joint negotiating unions have already served notice, Minister Fonseca, on the Government negotiating side that they want see to some specific actions in 21 days and 30 days respectively, and we may be too close to the expiration of 21 days for comfort. But we on this side take full responsibility for the stalled talks and we beg our joint negotiating colleagues, mea culpa, mea culpa,” said Hyde, who added that the Cabinet had approved Proposal 22 which would see the Government take on the salaries of teachers and support staff at grant-aided schools to a value of $10 million back in December which would close off the collective bargaining agreement talks.

This also resolves the issue of payment of pensions, ending the 70-30 arrangement with church school management.

With the problems in the sugar industry and Maya Customary Land Policy still to be dealt with, Hyde reminded of his mantra that opposing sides must “talk until they agree” on these critical issues. While the devil is always in the details, if approached with cordiality and empathy, “we can work through the details and put down the devil.”
