38th Annual General Meeting and Conference of the Association of Caribbean Commissioners of Police hosted in Belize

By Zoila Palma Gonzalez: Commissioners of Police from across the Caribbean Region have completed the 38th Annual General Meeting and Conference of the Association of Caribbean Commissioners of Police (ACCP), held in Belize City.

The event was held from May 13 to 17, 2024.

The theme of the conference was “Improving Regional Security through Law Enforcement Cooperation”.

The conference brought together Commissioners of Police or their representatives from Anguilla, Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Cayman Islands, Guyana, Jamaica, St Kitts/Nevis, St Lucia, St Maarten, St Vincent and the Grenadines, Suriname, United States Virgin Islands and Honduras.

Also present at the Conference were partners from the Regional Securities System (RSS), Caricom IMPACS, various US and Canadian Law Federal Enforcement Agencies, German, Australian and Netherlands Police Agencies, Development Agencies, Police Associations and global technology eternities.

“The goal of the Annual General Meeting and Conference is to support the mission and objectives of the ACCP by fostering regional collaboration and co-operation in the: development and implementation of policing strategies, systems and procedures; the development of professional and technical skills of police officers and to identify proactive measures to prevent crime and improve police community relations,” the AACP noted.

The AGM and Conference began with an opening ceremony which was addressed by John Briceño, Prime Minister of Belize; Kareem Musa, Minister of Home affairs and New Growth Industries in Belize; President of  the  ACCP  and  Police  Commissioner  of Antigua and Barbuda Atlee Rodney; and Police Commissioner of Belize Chester Williams among others.

Discussions focused on key area including police and technology, illegal proliferation of guns to the Caribbean; gang activities; security preparation for the Conference of Small Island Developing States (SIDS4) to be held in Antigua and Barbuda; and security preparations for the ICC T20 Cricket World Cup.

The Strategic Plan for 2024-2026, which will guide the work of the organization as it seeks to enhance security in the region, was presented to members.

Members of the ACCP were also requested to share legislation on telecommunications service providers in the jurisdictions regarding request for and withholding cell phone information; endorsement of an exchange training programme proposed by the United Arab Emirates (UAE); and review the agreement establishing the Regional Witness Protection Programme.

Police Commissioner of Antigua and Barbuda Atlee Rodney was reelected President of the ACCP for the next year.

Commissioner Rodney heads a four-member executive which included Police Commissioner of Belize Chester Williams as 1st Vice President, Police Commissioner of the Bahamas Clayton Fernander as 2nd Vice President and Police Commissioner of St. Lucia Crusita Descartes-Pelius as Secretary/ Treasurer.

Preparations for the 2025 Annual General Meeting and Conference have already begun with several topics earmarked for discussion including but not limited to; use of Artificial Intelligence in daily operations; Regional Witness Protection Programme, domestic violence, youth violence, Policing in the 21st Century; and Police legitimacy (expanded).

The ACCP extended sincere gratitude to the Government and people of Belize, the Belize Police Department, sponsors, and attendees for making the 2024 AGM and Conference a success.
