Independent Office of Evaluation evaluates IFAD’s engagement in Small Island Developing States

By Zoila Palma Gonzalez: The Independent Office of Evaluation (IOE) of the International Fund for Agricultural Development (IFAD) is conducting a comprehensive evaluation of IFAD’s engagement in Small Island Developing States (SIDS) in 2024. The evaluation aims to assess the effectiveness of IFAD’s initiatives in these vulnerable regions.

Following case studies on projects implemented by the organization in Belize and Grenada between May 7 and 24, it was determined that the mission achieved its objectives, providing valuable insights into the impact of IFAD-supported programs in Belize and SIDS.

The findings of these evaluations will contribute to IFAD’s ongoing efforts to enhance its engagement and support in vulnerable island nations.

The team led by lead evaluation officer Kouessi Maximin Kodjo and comprising international consultant Madison Rose and national consultants Deima Sanchez and Gomer Enriquez, conducted meetings and interviews with government representatives, development partners, implementing agencies, producers’ organizations, project staff, and beneficiaries, both in the capital and at various project sites.

The mission also facilitated direct interactions with beneficiaries of the Resilient Rural Belize (RRB) program across six districts: Corozal, Orange Walk, Belize, Cayo, Stann Creek, and Toledo. They were warmly received, with stakeholders being open and forthcoming in their interactions with the mission team.

The purpose of these missions was to engage with IFAD program stakeholders, including country teams, national and international partners, and beneficiaries, to gather information aligned with the evaluation methodology outlined in the approach paper. Additionally, the missions provided an opportunity to observe project achievements and understand key vulnerability issues related to social, economic, and climate change in Belize and other SIDS.
