By Aaron Humes: Minister of Sustainable Development and Climate Change Orlando Habet is headed to the 29th United Nations Climate Change Conference in Baku, Azerbaijan, from November 11 to 22.
He will be one of six “Ministerial Champions” chosen by the Caribbean Community (CARICOM) to lead its participation at the summit, it announced over the weekend.
A CARICOM statement said, “These Ministers will spearhead high-level political advocacy at the upcoming negotiations and engage in key bilateral meetings in the margins, to ensure CARICOM priorities are recognised and reflected in COP29 outcomes…The Community is expected to have a strong presence at COP29, including Heads of Government, Ministers, negotiators, youth delegates, and experts from the CARICOM Secretariat and other regional institutions.”
The key negotiation areas and the champion responsible are as follows: Just Transition: Pennelope Beckles-Robinson, Minister of Planning and Development, Trinidad and Tobago; Finance and the New Collective Quantified Goal (NCQG): Orlando Habet, Belize; Global Stocktake: Kerryne James, Minister of Climate Resilience, the Environment, and Renewable Energy, Grenada; Markets: Dr. Marciano Dasai, Minister of Spatial Planning and Environment, Suriname; andAdaptation: Cozier Frederick, Minister for the Environment, Rural Modernisation and Kalinago Upliftment, Dominica. A Ministerial Champion will also be identified for Loss and Damage.
Per the World Economic Forum, “The New Collective Quantified Goal (NCQG) is a key element of the Paris Agreement, designed to set a new financial target to support developing countries in their climate actions post-2025. The NCQG seeks to fill persistent gaps in climate finance, building on the $100 billion target set in 2009 and aiming to provide a more realistic and ambitious financial framework. The NCQG aims to foster global partnerships and enhance trust and cooperation among nations, which is crucial for successfully implementing the Paris Agreement.”
