International News: El Salvador must limit State of Emergency and end Arbitrary detention, UN review urges

By Zoila Palma: The United Nations has reviewed El Salvador’s human rights record, with strong calls from civil society, UN bodies, and many States for the government to lift its ongoing state of emergency.

This state of emergency, which was renewed for the 34th time just before El Salvador’s Universal Periodic Review (UPR), has facilitated the arbitrary detention of thousands, leading to widespread human rights violations, the International Service for Human Rights said.

Civil society organizations, including Amnesty International and IM Defensoras, highlighted that around 80,000 people are currently detained in El Salvador, the highest incarceration rate globally.

Many of those detained are held arbitrarily, with women, in particular, facing risks when they challenge these detentions, the report said.

During the UPR, 74 States made recommendations to El Salvador, focusing on the state’s disregard for freedom of expression, the rights of vulnerable groups, and the ongoing state of emergency.

Several delegations, including those from Norway, Germany, and Mexico, expressed concerns about the harmful effects of the state of emergency on human rights.

The UN has urged El Salvador to temporarily lift the state of emergency and review laws that suspend due process, ensuring that detained individuals receive fair trials and procedural rights.

The UPR also raised issues related to women’s rights, Indigenous Peoples, and the protection of human rights defenders.
