International News: World Health Organization prepares for future without U.S. as key donor

By Zoila Palma: As the World Health Organization (WHO) opens its annual assembly this week, a pressing concern dominates: how to manage global health crises without its largest financial backer, the United States.

Following President Donald Trump’s January order to withdraw from the agency, the WHO is bracing for a $600 million shortfall this year and a 21% budget cut over the next two years, Reuters report.

Though the U.S. remains a member until January 2026, its absence from the assembly and donor list signals a likely permanent departure.

“We’ve got to make do with what we have,” said one Western diplomat.

In response, the WHO is prioritizing core programs like outbreak response and vaccine approvals, while scaling back on training and operations in wealthier nations. China is set to become the biggest contributor to WHO’s core funding, increasing its share to 20%.

Switzerland pledged $80 million over four years, while other donors, including private foundations, are stepping in to keep key programs afloat.

The assembly also includes discussions on pandemic preparedness and a broader review of the agency’s scope and structure.
