Taiwan, A Global Leader in Social Innovation

By Zoila Palma-Gonzalez: A digital media press group exploring Taiwan’s Political and Economic development met today with Digital Minister, Audrey Tang who explained various social innovation strategies and techniques implemented in Taiwan.

Social innovation is a new way to find effective solutions to social issues via innovative technological and business model applications.

Taiwan has successfully built and implemented an ecosystem of social innovative policies, applications, and practices where Taiwanese can actively participate in discussions surrounding important issues in their own communities.

Minister Tang explained that Taiwan has built a collective intelligence website to get feedback from residents on discussions and that their strategy is not to beat on civil society but to join civil society and work together for the benefit of all of Taiwan.

The Social Innovation Lab in Taiwan is open to anyone with innovative ideas and Tang herself listens to new ideas every Wednesday.

In addition, ideas shared inside the social innovation lab can be proposed for implementation and is given a 1 year period for trial purposes.

The collective intelligence website continues to have significant social impact and benefit for Taiwan and is in line with the United Nations Sustainable Development Goals.

Tang also practices a radical strategy of transparency making all of her meetings available online with a full transcript of what is discussed.

According to Tang, this also aids in the welcoming of more ideas since the public reads what new innovative technology is being worked on and can add their own ideas to it. For example, residents were working on how to make wheelchairs be turned into mobile work and commercial stations.

The Open innovation and regional innovation projects also benefit the Asia – Pacific countries since experts in Social Innovation submit their proposal projects and are awarded for their sustainable development ideas.

The entire social innovation concept is now being implemented in the education system in Taiwan.

In August of this year, the education curriculum will include E- participation and Open government to actively educate and encourage everyone’s participation.

The Social Innovation platform encourages social entrepreneurship in Taiwan and since it’s inception, the country has seen consistent growth in Small and Medium Enterprises.

The President’ s cup social innovation hackathon is held every year and the winner is presented with an award by President Tsai Ing Wen.

The projects proposed at the hackathon must provide open access to government data and promote free innovation and equal access.

Taiwan’s digital ministry works collaboratively with youths, private and public sector, and the business community which sets the stage for diversity in ideas and projects.

With relation to disinformation, Tang noted that whenever a rumor is circulated in Taiwan, the respective ministry takes about 1 hour to clarify and counter-attack with the sharing of facts.

Tang is Taiwan’s first digital minister and is committed to continuing to connect the people of Taiwan in their sharing of ideas and social innovation practices.

Taiwan has been ranked highly for open date and internet participation because of its collective participation and involvement and easy access to information.
