Ministry of Economic Development invites expressions of interest for a consultancy on gender and social inclusion targeting 30 producers’ organizations

By Rubén Morales Iglesias: The Ministry of Economic Development (MED) through its Resilient Rural Belize (RRB) Programme is inviting expressions of interest for a consultancy on gender and social inclusion strengthening for 30 targeted producers’ organizations.

Resilient Rural Belize (RRB) is a six-year programme that the Government of Belize has embarked on through a financing agreement with the International Fund for Agricultural Development (IFAD) and Green Climate Fund (GCF). The programme’s goal is to minimize the impacts of climatic and economic events on smallholder farmers while supporting sustainable market access for their produce.

The programme is expected to help farmers employ climate resilient agricultural practices and technologies so they can improve the development of select vegetables, fruits, and honey value chains.

“The programme aims to provide investments and interventions to a minimum of 30 producer organizations, which are distributed all over the country,” said the Ministry of Economic Development.

“However, the participation of women and youth as full members of the POs has been limited, which restrains their access to decision making and key program investments. This scenario does not enable both women and youth to participate in and benefit from profitable economic activities and program benefits,”

To that end, Resilient Rural Belize Programme is committed to mainstreaming gender equality and social inclusion (GESI), whereby “young people, women and men have equal access to, and control over, resources for development, benefits, and decision-making at all stages of development processes, projects, programs, and policies within the agriculture sector”.

Based on those premises, the Individual Consultant is to provide an Inception report, a training completion report for each group, a small booklet or handout, and a Consultancy Completion Report.

To qualify for this consultancy, the gender consultant must possess as minimum a bachelor’s degree in Gender Studies, Sociology, Social Work, Development Studies, and/or Agriculture; must be fluent in English and Spanish both written and verbal; have experience in conducting GESI investigations and in the use of participatory methodologies; and experience conducting training sessions on topics related to Youth, Gender Equity and Social Inclusion.

The deadline for the submission of the Request for Expression of Interest is at 10:00 am on May 13, 2022.
