On August 31, Guatemalan president Jimmy Morales announced that he would not renew CICIG’s mandate in the country.
The court order reverses Morales’ decision and now the President and his cabinet must allow Velasquez to return to Guatemala otherwise, the court will consider a constitutional order “unfulfilled.”
The court reminded Morales that since he is the President of the nation, he must always ensure the good of all Guatemalans and that he must seek through the diplomatic channel an agreement with the United Nations Organization (UN), to define “any controversy” with CICIG.
The agreement between the United Nations and Guatemala is binding therefore, authorities must allow Velasquez to re-enter the country and fulfill his obligations.
